How is your JBIC annual assessment being spent?

First---We want to give a huge THANK YOU to those property owners who made additional contributions that allowed the JBIC to accomplish many initiatives in the past couple of years. With your future generosity, we will be able to continue improving the community. As you know, our annual assessments are extremely low compared to all other subdivisions in the region so without additional donations, we would be prevented from making needed improvements that add to the quality of life of all residents, the value of our homes, and make us all Jamaica Beach Proud. The deed restrictions grant the JBIC Board of Directors the power to collect the annual maintenance fees imposed by the deed restrictions against each property owner and to use those fees for the following purposes:
  1. to enforce the deed restrictions applicable to private residential lots, and
  2. to maintain and improve the public, common areas for the benefit and enjoyment of all property owners in Jamaica Beach.

Since Hurricane Ike, the JBIC Board members have been hard at work on Jamaica Beach Proud projects that have resulted in a cleaner, greener and less-cluttered community. Below is a summary of what we accomplished in 2009-2010, what we are working on for completion in 2011, what we have as on-going programs, and what we plan to do in future years. Completed Jamaica Beach Proud JBIC Projects 2009-2010
Buccaneer Esplanade Landscaping: We hope your drive or walk to the mailboxes has become more pleasant since we added landscaping to the existing palms on the Buccaneer esplanade. As the plants mature, this will become even more pleasing. Thanks to the City of Jamaica Beach for installing the water meter at no cost to the JBIC. See the Buccaneer Esplanade.

Flamingo Way @ Curlew Esplanade Landscaping: As a partnership between the JBIC and a handful of JB property owners, Ginger Jones and her neighbors initiated the plantings on this esplanade. Ginger and her JB neighbors secured a contractor, obtained bids for plantings and a water system, and oversaw the plantings. They also agreed to maintain the plantings and pay for future watering as needed. The JBIC paid for the labor, water system and initial plantings. The result is a beautiful public area we can all enjoy. You may have a public area along your street you’d like to improve. Plan it and come talk to us! Welcome to Jamaica Beach Signs on 3005: In 2010 we completed a project that had been discussed for years---the east and west “welcome to Jamaica Beach” signs. Because the signs are located in the city and on the TxDOT right-of-way, we obtained permission from both governmental entities. To complete the attractive appearance, we added low maintenance landscape rocks and 2 palms to each sign site. We are currently investigating the feasibility of adding solar lighting to the signs. Refurbishment of the Jamaica Beach Sign at City Hall and the Beachcomber Estate Sign and hardscaping of the Beachcomber Esplanade: The Jamaica Beach sign in front of City Hall and the sign at Beachcomber Estates on the beach side of 3005 were in serious need of a make-over. The JBIC had them refurbished and added a sign identifying the days/times of Fire Dept, City Council and JBIC meetings to the City Hall sign and the words “at Jamaica Beach” to the Beachcomber Estates sign to make it clear that those residents are part of our community. We also had landscaping stones and a few boulders added to the esplanade to create a more attractive but low maintenance area. Channel Markers and Flashing Lights in the Bay: Another project that had been discussed for years was completed by the JBIC in 2010. During Ike and other storms, we lost two channel marker pilings and most of our channel markers and lights that guide our watercrafts safely home. The JBIC worked with the proper governmental entities to purchase the appropriate markers and beacons and had two new pilings erected, and the new markers and beacons installed. Jamaica Beach Proud JBIC Projects planned for 2011:
3005 Gateway to the City Landscaping: TxDOT and the City of Jamaica Beach have partnered with the JBIC Jamaica Beach Proud Campaign to beautify the entrance into Jamaica Beach on 3005. Mark McDaniel donated much of his time to survey the highway and draw plans for oleander and palm plantings to line the north and south sides of the road, at least to the extent feasible. His drawings helped us obtain approval from TxDOT to plant a row of oleanders at the rear of their right of way and to donate $1000 worth of materials for the project. In the coming months the Jamaica Beach Proud beautification committee members will be meeting with property owners along 3005 to ask for their participation in planting and maintaining palm trees on their property behind the oleanders. Regatta Basin boat launch and boat slip improvements: Members of the Jamaica Beach Proud JBIC beautification committee are leading a joint project with the City of Jamaica Beach and a group of residents in Sections 14 and 14A and the Basin area to try to make improvements to the basin area. The JBIC is not authorized to use maintenance fees to fund improvements to the private boat slips now owned by Section 14 and 14A property owners but the JBIC can help develop an overall plan to clean up and upgrade the slips and can also assist in the implementation of that plan. The Deed Restrictions for properties in Sections 14 and 14A require that all slips be kept in a “neat, attractive and sanitary condition.”

The JBIC is authorized to fund improvements to the public, common areas around the boat slips and boat launch. We are working with these residents and the city on lighting, signage, and landscaping upgrades and additions to those public, common areas. See “before” photos of the Regatta Basin.

On-going Jamaica Beach Proud JBIC work:
Deed Restriction Enforcement: Enforcement of the residential deed restrictions is the primary duty of the JBIC. This is an on-going, day-to-day program administered by the JBIC Board members and administrator with assistance from legal counsel when needed. Much time is spent in reviewing properties, making calls and writing letters to encourage compliance, and ultimately, when necessary, coordinating action by legal counsel. As part of the deed restriction enforcement program, the JBIC offers a mowing program for the absentee vacant lot owners. The cost to join the program is $25 per month or $300 per year. Mowing and maintaining certain common areas: Some common areas are regularly mowed/maintained by the JBIC and some by the City of Jamaica Beach. To see a list of areas maintained by either the JBIC or the City, click here.

Future Jamaica Beach Proud JBIC plans:
In addition to our deed restriction enforcement program and maintaining the completed and on-going projects listed here, we will be taking on new projects. Tree-lined roads: Ultimately we hope to have our major roads lined with palm trees---Bob Smith, Jolly Roger and possibly Buccaneer. To visualize how this might look, we encourage you to drive to the north end of Jolly Roger and see the palms planted by a property owner at the end of the road.

Jamaica Beach channel dredging: Working together with the City of Jamaica Beach, the West Galveston Island Property Owners Association (WGIPOA) and Texas Parks and Wildlife, the JBIC is working on a project to dredge the channel out of Jamaica Beach. The effort would use the material from the dredging to continue to rebuild marshland adjacent to the City. This project is probably a two to three year project and we hope will be funded with federal and state grants.

We are open to considering other projects and encourage you to contact us with your ideas. In general, the Board meets at 9:00 a.m. at City Hall on the fourth Saturday of the month.
